### What Constitutes Proof?

In his 1956 book, *The Report on Unidentified Flying Objects*, the late Captain Edward J. Ruppelt—former chief of Project Blue Book, the Air Force group designated to investigate unidentified flying objects—put the problem this way:

> "Does a UFO have to land on the River Entrance to the Pentagon, right near the Joint Chiefs of Staff offices? Or is it proof when a radar station picks up a UFO, scrambles a jet to intercept it, and the pilot sees it, locks onto it with his radar, only to watch the UFO streak away at a phenomenal speed? Is it proof when a pilot fires at a UFO and sticks to his story, even under the threat of a court-martial?"

Shortly before his death, psychologist Carl Jung tried to warn us about the danger of ignoring the UFO problem. In his 1959 book, *Flying Saucers*, Jung wrote:

> "I must run the risk of jeopardizing my hard-won reputation for truthfulness, reliability, and scientific judgment. I can assure my readers that I do so with no personal agenda. To be quite frank, I am concerned for all those who have been caught off guard by these events and confused by their incomprehensible nature. Since, as far as I know, no one has yet taken the initiative to examine and define the possible psychological consequences of this anticipated shift, I consider it my duty to do what I can in this regard. I take on this thankless task knowing full well that my chisel will not easily carve the hard stone it encounters."

Jung was right. The stone still resists the chisel.

> "Up to now, the most common way of dealing with this phenomenon—which is so recent and capable of forcing a major overhaul of our preexisting concepts—is to ignore it completely or to criticize those who bear witness to it."

Among many members of the scientific community, there is a prevailing sense that we are on the verge of a major leap in our understanding of time, matter, and reality. So why do scientists remain reluctant to reexamine their assumptions about UFOs?

Recently, I discussed this closed-minded attitude with Dr. David Saunders, a psychologist and statistician at the University of Colorado, who collected and computerized roughly 60,000 pieces of data regarding UFO sightings. Saunders reminded me of an old story about an animal husbandry professor who walked into his classroom one morning leading a mule by a rope and carrying a heavy club:

"Gentlemen, today we will discuss how to handle a mule."

With that, he dropped the rope, spun around, and delivered a violent blow to the animal's head. He then turned back to the class and said:

"First, you have to get the mule's attention."

## Analysis of Document A705 – UFOs in Canada

Right at the beginning of the document, we find handwritten notes and excerpts of letters exchanged between base commanders and intelligence officers, referencing internal military intelligence debates on the matter.

In these initial documents, there are references to a scientist identified as Dr. Turner, from the Physics Department at the University of Melbourne, who had supposedly been conducting a scientific assessment of the flying saucer problem since August 1954.

The same batch of files contains documents regarding the professor's tracking of the phenomenon. On page 9, there is a letter from Prof. H. Turner to Air Force Commander H. A. Birch, in which he speculates on UFO propulsion, hinting at a possible alien origin:

> "As to the method of propulsion, I am not inclined toward the popular idea that they might use the Earth's magnetic field in some way.

> There is slight evidence that the Earth's magnetic field is a hindrance to them rather than an aid. Their behavior seems to be more erratic when crossing 'lines of force' than when traveling along them.

> Personally, I lean toward the idea that they utilize a jet of charged particles, ions, or something similar, at a speed on the order of the speed of light. This would allow crafts to reach fantastic speeds with negligible fuel consumption, provided it were possible to accelerate these charges into a sufficiently high flux.

> They would also need some adequate sealing or a similar device to allow operation within Earth's atmosphere.

> Given the scarce data available, it seems highly premature to speculate on the matter.

> There is another point. Several people, presumably non-scientific, have mentioned that if these discs could overcome the effects of gravity, they could move as easily as a beam of light. This is, of course, nonsense.

> Reducing weight does not mean reducing mass. Even if a flying saucer were weightless, it would still possess inertial mass and be subject to standard G-forces.

> However, their behavior at times suggests their mass is very small. Furthermore, their abrupt changes in direction and speed indicate they might be under remote control.

> It would be very interesting indeed if you could learn the viewpoints of Washington and London. If there is any way I can collaborate further on the matter, I will certainly do so."

The letter clearly shows the professor's interest in the topic and an apparent green light from authorities, who granted him access to military witnesses of the phenomenon or those who might become involved in official research on the subject.

Following this batch of documents, we find what appears to be the set of cases included in Prof. Turner's tracking file. On page 14, there is a document regarding the sighting of a disc-shaped flying object near Mandonga Station in Cue, Western Australia. The incident took place around 11:00 PM on April 28, 1955.

Next, the document presents other case reports from that era. Generally, there is a cover document from the Royal Australian Air Force (RAAF) containing a brief summary of the case, followed by two pages of a standard, superficial questionnaire about the occurrence. Occasionally, a handwritten or typed report accompanied by a drawing of the observed object was attached.

On page 34, we find several pages relating to contact established between an Australian UFO research group and the country's Air Force. On June 4, 1955, the Australian Flying Saucer Research Society (AFSRS) sent a telegram and subsequent letter to Commander Birch requesting an interview regarding the RAAF's research into flying saucers.

In response, the organization received a letter, a copy of which was included in this documentation. In it, the commander states that such an interview could cause embarrassment to the Air Force, as many of the cases involved testing missiles and other classified weapons. On the other hand, he offered the institution's help in researching cases related to potential military tests and maneuvers that might generate sighting reports.

Next are several cases recorded in the traditional three-part format: a cover sheet and a two-page questionnaire.

Among them, one case received significant attention, generating a higher number of investigative pages. The Carnarvon incident begins on page 52, with a Royal Australian Air Force document stamped "Confidential."

In short, the case was as follows:

Two friends, William Ernest Godfray and Peter Annegarn, experienced two separate sightings in Carnarvon, Western Australia.

The first occurred in the early morning hours of December 15, 1955. Godfray and Annegarn observed an orange, luminous object approaching their location. As it drew closer, they noticed it was an oval structure with orange lights arranged along its interior.

The sighting lasted approximately 25 minutes and occurred around 3:00 AM. During the investigation, both witnesses were interviewed, generating the traditional three-page report for each. The file also includes a typed statement signed by both men.

The second sighting occurred 67 miles south of Carnarvon during a road trip. This time, they observed a saucer-shaped object that remained visible for about 20 minutes.

On page 67, there is RAAF correspondence citing UFO radar tracks from Nowra in September 1954. No further details are provided, such as actions taken, dialogue transcripts, or radar screen captures.

Throughout the rest of the document batch, several other cases are presented, which are available in the chronological section of the Fenomenum Portal.

One report mentions an object traveling at approximately 1,000 mph (1,600 km/h). The object was intensely illuminated, emitting a bright yellowish light. The witness's vision remained blurry for a few hours after the encounter.

An interesting detail is that one report notes that when questioned about why they did not immediately report the incident to their superiors, the witness replied that it was against their religion to accept or acknowledge a phenomenon of this nature.

Another case occurred in Dandenong, Victoria, involving several local residents. The primary witnesses were Janette Brow (16) and Jeanette Johnson (13), who, in the early evening of June 5, 1954, observed a flying saucer hovering over a factory area in Dandenong, Australia.

At one point, the disc flew over a fence. The appearance allegedly caused radio interference in nearby homes and magnetic disturbances along the local fence line.

Another important document included in this batch starts on page 160. It is a letter, complete with attachments, exchanged between the Australian Embassy in Washington and the Australian Secretary of the Air.

The correspondence notes that the Canadian Air Force was interested in an intelligence assessment regarding an individual named O. J. Prosek.

The reason becomes clear when analyzing the letter's attachment on page 161. It is a copy of correspondence sent by O. J. Prosek of Stanmore, Sydney, to J. C. M. Frost of A. V. Roe Canada Limited.

In the letter, Prosek claims to have found Nazi documents shortly after the end of World War II. According to him, these documents contained information on classified Nazi technology intended for building advanced, disc-shaped aircraft prototypes.

He further states that he was approached by two Soviet officers and taken to a command post, where he was interrogated before being released.

Years later, the U.S.—and consequently Canadian—policy to debunk UFO cases began, attributing them to natural or military origins.

To reinforce this narrative, scientists were hired to provide expert opinions on specific cases presented by the authorities. Frequently, these cases were provided to them partially or in a distorted manner, leading the experts to formulate conclusions that aligned with the interests of the U.S. Air Force.

Concurrently, the press published news about the development of disc-shaped prototypes, suggesting the public in the U.S. and Canada was mistaking them for flying saucers.

In Canada, one of these projects was developed by A. V. Roe Canada Limited, later known as AVRO.

In the letter, O. J. Prosek offers his knowledge, supposedly obtained from the Nazi documents, to assist in developing the prototype.

This correspondence from the Australian Embassy confirms that communications existed between different intelligence services regarding the flying saucer issue, and seems to indicate that besides Canada and Great Britain, Australia was also following U.S. guidelines on how to handle the matter.

This is reflected not only in this document but in all others analyzed so far.

### (Letter to President Ronald Reagan)

Dear Mr. President,

The CIA [and everything behind it, such as the covert MJ-12 or PI-40 groups, the NSA, the Jason Society, the CFR, the Trilateral Commission, the Bilderbergers—in short, the shadow government, etc.] has made a mockery of the United States Constitution itself, decreeing what the American citizen should and should not know.

Because of this, we at the JMP request that Your Excellency, in your capacity as President, issue an executive order making it mandatory for all military and political personnel, whether active or retired, who possess information on UFOs, to make their testimony public before a special congressional committee, which would guarantee them safety and immunity.

The CIA insists on claiming that the cover-up, or blackout, is necessary to keep the military on high alert. The NSA, NASA, CIA, RAND, and AFOSI associates have informed us that UFOs have wide-ranging origins. Every UFO that appears could be said to represent a civilization thousands of years ahead of our own. That is why all of their operations seem inexplicable to us.

There is practically nothing we can do to protect ourselves from them. Earth's military aviation is rendered virtually helpless when confronting UFOs. The CIA and the Pentagon are well aware of the irrefutable ability UFOs have to interfere with our electronic instruments, both on the ground and in the air, as well as their capacity to instantly destabilize all military command systems.

The CIA has focused heavily on trying to understand every event and has sought to reverse-engineer UFO propulsion systems. This has only meant that countless pilots' lives have been sacrificed. The Air Force ordered its pilots to deliberately pursue UFOs in the hope of shooting down or capturing one of these crafts. But more often than not, this resulted only in mid-air explosions and the deaths of the pilots.

It seems that UFO crews can "anticipate" every action our aviators take. We have analyzed hundreds of films featuring UFOs, and none of them appeared to be remote-controlled; on the contrary, there was an intelligence behind them.

The CIA and strange but highly powerful forces have silenced commercial and military pilots, who are perfect witnesses to these live observations. They are not permitted to speak in public, or even among themselves. They are interrogated, threatened, and intimidated.

They harass military personnel who saw these objects to convince them to "always say what they didn't see." They force them to speak about what they should have seen, but never about UFOs. This is accompanied by threats of court-martial, imprisonment, transfer to other bases, or being sent to psychiatric hospitals or military brigs.

Today, thanks to more sophisticated detection systems, UFOs are noticed more frequently over our military bases and underground nuclear missile silos. They come to observe or spy on classified, restricted locations, as well as our military experiments.

RAND stated that the CIA believes a massive catastrophe—such as the mass appearance of UFOs over Washington, D.C., and the White House in 1982—cannot be allowed to happen again.

A NASA scientific group concluded that the cover-up had to end because the public already knew that astronauts had photographed UFOs in outer space and that their spacecraft had been shadowed by them. Nonetheless, these astronauts were coerced from time to time into lying to the mainstream media.

The CIA insisted on maintaining the blackout and pressured NASA to keep lying to the public.

The great German space pioneer Hermann Oberth said:

> "We cannot take credit alone for our advancements in certain scientific fields; we have been helped."

When asked where this help came from, he replied:

> "From people of other worlds."

In 1952, the nation's capital was buzzed by a series of discs. It was this event that led to the involvement of all security forces (CIA, NSA, DIA, and FBI) to bring the situation under control until they could understand what was happening.

During this period, the government created a task force known as Majestic-Twelve (MJ-12). The original members were: Admiral Roscoe H. Hillenkoetter, Dr. Vannevar Bush, Secretary James Forrestal, General Nathan P. Twining, General Hoyt S. Vandenberg, Dr. Detlev Bronk, Dr. Jerome Hunsaker, Mr. Sidney W. Souers, Mr. Gordon Gray, Dr. Donald Menzel, General Robert M. Montague, and Dr. Lloyd V. Berkner.

The MJ-12 group has supposedly existed continuously since its inception, with new members replacing those who passed away.

For example, when Secretary Forrestal suffered a nervous breakdown due to exhaustion from World War II, he was sent to the Naval Hospital for treatment. Before his relatives could see him, he fell from a 16th-floor window and died.

Many people privately consider his suicide to remain highly controversial. When Forrestal died, he was replaced by General Walter Smith.

Vannevar Bush ordered six selected engineers to work in total secrecy to reverse-engineer the craft and figure out how it worked. The project was supposedly so classified that it would remain secret forever, never to be known by people outside the loop, like Bush himself. The operation had no name; it was simply identified by an alphanumeric code, like S-4 or Sigma-Four. But there was more...

The engineers also had to reverse-engineer the bodies recovered from the crash site. Not alien bodies, but human bodies. Human bodies like no one had ever seen before—mutated, surgically altered as children.

Two of the aviators were the size of a child. One of them was still "alive" but unconscious, in a coma. He was kept alive in life-support chambers at Area 51 so he could be studied.

They were very small, even for children, and had very large heads compared to the rest of their bodies. They were estimated to be about 13 years old and also featured large eyes.

The engineers were told that the experiment had been carried out by a Nazi doctor named Josef Mengele (in exchange for a promise made by Stalin to give him his own laboratory in Russia, a promise Stalin never kept) before he fled to Europe.

Of all the strange and mysterious activities, this one, if true, would have to qualify as the strangest and most mysterious of all.

### Report 1

**Dated July 19, 1947** – Initial work concerning the autopsy of a being resembling a human embryo.

The corpse measured 3 feet 7 inches (1.10 meters) in length and weighed 27 pounds (12.24 kilograms). It had the appearance of a human embryo with a large skull. The hands and feet were normal. There was a trace of webbing connecting the thumb to the index finger on both the hands and feet.

However, it maintained an entirely embryonic appearance and showed no signs of puberty or maturation. The ears were partially formed and had undergone obvious "corrective" surgery.

The lips were not fully developed, and the mouth contained no teeth. The development and refinement of the nose had also been arrested.

The eye sockets had undergone surgical intervention. The eyes were almond-shaped and dominated the face. The iris was not fully developed, and completely artificial, lenticular shapes of an unknown nature had been sutured into what would have been the iris and sclera.

Internal genitalia confirmed the being was male, entirely immature or arrested in development.

When the heart was opened, it was found to have direct communication between the two valves due to an oval perforation. The Eustachian valve appeared quite large. The artery arising from it communicated with both the pulmonary artery and the descending aorta. This duct opened into the aorta precisely where the right subclavian artery originates.

The structural alterations in the circulatory system suggest that this body was intentionally transformed after being prematurely and artificially removed from the placenta.
